The Light Soared Skyward

The photo below shows two shots of a building in New York. In the first we see a circular light that is part of the architecture of this building. In the second light rays seem to jump out from the building and soar towards the sky.
The photos were flash photos with an exposure time of 1/30 of a second, using normal camera settings (no "Night picture" setting).
