Blue Orb Floats Above the Spooky Scene

The photo below was taken in Grand Central Terminal in New York. At the top of the photo we see a big blue orb floating mysteriously. But this is not the strangest part of the photo.
Below is a closeup of the lower part of the photo. There may be Christmas tinsel at the top of the photo below, but somehow the eerie tableau looks much more like some Halloween scene.
