Did the Statue Conjure the Light to Rise Up To Its Hand?

The unaltered photo below was taken at the southwest corner of Central Park in New York. We see a strange sight. The light is rising up all the way to the hand of a statue. It is as if the statue somehow magically conjured the light to rise up and touch its hand.

The photo was a flash photo with an exposure of only 1/30 of a second, using ordinary settings (no "Night Photo" settings were used).
