Big Bright Orb Rests Exactly On Top of American Flag

In this photo taken from a balcony at Grand Central Station (where there was only clean air in front of me), we see a large bright orb positioned exactly on top of an American flag.
A closeup of the orb shows the outer ring one often sees in orbs. The orb is way too bright to be a flash reflection of a dust particle.
