A Long Luminous Ghost?

The photo below was taken in Grand Central Terminal in New York. Once again we see an orb that is appearing on the US flag in the station (see here for many similar examples). Right-click to see the photo at its full resolution.
There is something very strange in the bottom left corner of the photo. Below is a closeup (I used the IrfanView "Auto-adjust colors" menu option on the closeup). Note the long, strange thing in the center, which seems to stretch from the top to the bottom of this closeup.
What is this strange, long, luminous-looking thing that almost seems to have facial features on its top? Is it a ghost?
