Which Half of This Photo is Weirdest?

The unaltered photo below was taken in Grand Central Station in New York. In the top we see a blue orb. In the bottom we see a figure that seems to have the head of a bird.  The lower part could be some strange optical illusion, or perhaps something even stranger.
