Orbs Invade the City Canyon

In New York City you have to get a permit to hold a street party. But it looks like this band of orbs is breaking the rules, by having its own little unauthorized street party.

There was no fog, mist, rain, or precipitation on this night. The air quality listed on airnow.gov was "good," with a rating of 35.

I may note that none of the many photos I have taken such as this were taken when there were any unusual visually noticeable conditions nearby that might have been the cause of the anomaly.  For example, if I ever see a source of smoke on the street, I am always careful not to photograph near that.
