A Strange Speckled Sky

The photo below was taken on Fifth Avenue in New York. We see quite a few orbs in the sky, but none in front of the buildings (a good clue that we are not seeing dust in the air, which would be evenly distributed in the photo area).
Another photo from the same night shows a bunch of orbs in front of a church on Madison Avenue in New York.
There was no rain, fog, mist or precipitation on this night. The air quality listed on airnow.gov was "good," with a rating of 38.
